Does your meeting place have a public phone or pay phone that he could use to call your cell phone even if he does not have one? (If no to both of the above, I would suggest perhaps changing your meeting place).
There should be some sort of agreement between you two about how late a person can be expected to be and what will happen if that person is late.
Also, that is crappy of him. I'm just offering suggestions on how to fix it for the future.
